1.         Minutes

           

The minutes of the meeting of the Town Council to consider planning applications and allied matters held 12th January 2005 were approved and signed.

2.         Appledore Arts

 

This item, deferred from Council Meeting on 25th January, considered the award of grant for the forthcoming financial year.  The Town Clerk circulated the unaudited Appledore Arts balance sheet for the end of 2004.  Following a debate it was RESOLVED to award a grant of £1,000.

 

(Vote: 6 For, 5 Against – The Mayor used his casting vote)

 

3.         Planning applications

 

Cllr Davies declared an interest as a District Councillor and took no part in considering planning applications and did not vote.

 

            2501/04           Proposed first floor bedroom extension - 1 Amyas Way, Northam –

                                    RESOLVED – Recommend approval.

 

                                    (Vote: 6 For, 4 Abst)

 

2512/04           Proposed Outline application for affordable housing - Land adjoining Hubbastone Road –            RESOLVED - Recommend approval providing there is a satisfactory scheme to control the re-sale price.  The onus for developing a satisfactory scheme, and providing evidence, being the responsibility of the developer.

2515/04           Proposed Application for 2 bedroomed bungalow in the rear garden - 

7 Beach Road, Westward Ho! – RESOLVED – Recommend approval.

0010/05           Proposed Revised development scheme for 14 flats, restaurant/bar to replace existing building Buccaneer Site, Bath Hotel Road – RESOLVED – Recommend refusal – Council strongly objects to the way Westward Ho! has been developed and would refer the District Council to the Parish Planning Working Group report of 16th March 2004.  In particular development over two storeys should not have a footprint greater than one third of the site and it is important to have large open landscaped areas.  The Council would also wish to know how this proposal is affected by the new Sustainability and Security Act.

0011/05           Proposed Listed Building application to replace asbestos sheets on

kitchen and shower room with slate roof - West Quay House, 72A Irsha Street, Appledore – RESOLVED – Recommend approval.

0012/05           Proposed Variation of holiday condition to allow 12 months occupancy - 43 Lenwood Country Club – RESOLVED – Recommend approval.

0033/05          Proposed renewal of consent for erection of a single dwelling with garage and access - 96 Bay View Road – RESOLVED - Recommend approval.

            0073/05           Proposed erection of a conservatory - 4 Coral Avenue, Westward Ho! –

                                    RESOLVED - Recommend approval.

2452/04           Proposed conservatory and first floor extension over existing utility to provide en-suite – Riverbank Cottage, Cleave, Northam – The Town Clerk reported that this application had been considered at a previous meeting when he had advised on the design of the proposal.  Unfortunately he had mis-read the drawing and therefore that advice was erroneous.  It was RESOLVED  to advise the District Council that this application was now recommended for approval.

4.         Areas of Outstanding Natural Beauty

           

            Members considered an invitation for two Members to attend the presentation at the Durrant House Hotel on 15th March.  It was RESOLVED to nominate

Cllrs Mrs M M Cox and P B Waters.
