Minutes of a meeting of the Town Council to consider planning applications and allied matters held in the Council Chamber, Windmill Lane, Northam on Tuesday 16th November 2004

1.         Minutes

           

The minutes of the meeting of the Town Council to consider planning applications and allied matters held 13th October 2004 were approved and signed.

2.         White Lodge, Appledore

 

The Town Clerk reported that he had made the application to the Department for Culture, Media and Sport to have White Lodge included on the statutory list of buildings of special architectural or historic interest.  The Department had responded on the 28th October to the effect that English Heritage’s advice was that the building is not of sufficient merit to warrant listing.  The Town Clerk also advised that the planning application for re-development of this site was not yet registered as there were some anomalies with the paperwork.  He had been advised by the Conservation Officer that a report was to be put to the Torridge District Council’s Development Committee on the 7th December putting forward the suggestion that the boundaries of the Conservation Area of Appledore be extended to include White Lodge. 

 

At this point Standing Orders were suspended.

 

Mr Blake addressed the Council and advised them of the concerns of residents local to White Lodge.  The residents were concerned that the development proposed was of too high a density and that there is no provision for local residents.  They are also concerned that they had been unable to obtain any response from the District Council’s Chief Executive, the Planning Officers or the Development Committee’s Chairman.

 

It was RESOLVED to advise the District Council that this Council would support the extension of the Conservation Area for Appledore and at this stage it should be limited to Anchor Park and White Lodge.

3.         Consultation Document

 

Members considered a number of draft consultation questionnaires produced by Members and it was RESOLVED as follows:

           

            (a)        To carry out a consultation covering the whole parish;

(b)        To accept as a basis the proposal of Cllr Barnes with the addition of the Who Gets What box from the proposal of Cllr Sturges.  The draft questionnaire to be considered by a future Council meeting.

 (c)        The consultation exercise begin in the second week of January with the end of February being the final date for the acceptance of replies.

 

(Vote: Unanimous)

 

Cllrs Barnes and Sturges left the meeting at this juncture.

           

4.         Grants for 2005/2006

           

It was RESOLVED to approve grants to local organisations for 2005/2006 totalling £4275 in accordance with the attached schedule.  It was further RESOLVED that the Council in accordance with its powers under Sections 137 and 139 of the Local Government Act 1972, should incur the following expenditure which, in the opinion of the Council, is in the interests of the area or its inhabitants and will benefit them in a manner commensurate with the expenditure of £1850.

 

It was also RESOLVED to defer consideration of a grant for Victim Support Devon and ask them to address a future meeting of the Council.

 

The application from Appledore Arts was also deferred and it was RESOLVED to ask them to supply a balance sheet of their accounts over the past two years.

2007/04           Proposed demolition of existing and development of four bedroom bungalow, Southview, Appledore – RESOLVED - Recommend approval.

2064/04           Proposed loft conversion and conservatory, 2 Southcott Road, Raleigh –

                                    RESOLVED - Recommend approval subject to no overlooking.

2082/04           Proposed amendments to approved site layout - Plot 2 Broomhayes, 78 Atlantic Way, Westward Ho! – RESOLVED – Recommend approval.

2103/04           Proposed re-instatement of apartment to form original two dwellings. Apartment No 1 Rowena, Kingsley Road, Westward Ho! – RESOLVED – Recommend approval.

2107/04           Proposed construction of balcony and extension to dining area at the front of the first floor, with minor alterations at the rear of the ground floor - The Buoys, The Quay, Appledore – RESOLVED – Recommend approval.

            2183/04           Reserved matters application for 4 properties - Land at Witten Lodge –

                                    RESOLVED – Recommend approval.

 

                                    (Vote: 7 For, 1 Against)

 

2221/04           Proposed removal of existing sub-standard accommodation housed in extension to rear of Nilgala Close and erection of 1 single storey bungalow - Nilgala House, Nilgala Close, Raleigh – RESOLVED –

                        Recommend approval.

6.         Supplementary Planning Documents (SPDs)

 

            The report of Cllr Barnes was noted.

 

7.         Development Control Charter

 

            The Town Clerk reported that the Head of Planning, Mr Andy Seaman, would be attending the December Council meeting.
