Minutes of a meeting of the Town Council to consider planning applications and allied matters held in the Council Chamber, Windmill Lane, Northam on Wednesday 9th June 2004

1.         Minutes

 

The minutes of the meeting of the Town Council to consider planning applications and allied matters held 12th May 2004 were approved and signed.

2.         Planning Training Sessions for Council Members

 

Members considered the details of the training sessions being run by the District Council and the following Councillors volunteered to attend:

Cllrs Mrs M Cox, A Barnes, L Ford and P Waters.

 

3.         Planning applications

 

Councillors P Sturges and T Williams abstained from voting on all planning applications.

for Westbury Homes- Bloody Corner –. RESOLVED - Recommend approval but concerned about the size of the signs which are situated on a dangerous bend.

1050/04           Proposed Conversion of existing two-storey garage into an annexe and formation of one car parking space – Copper Springs, Durrant Lane, Northam – RESOLVED - Recommend approval subject to the usual condition preventing the annexe being used as a separate dwelling.

1053/04           Proposed Variation of previous consent to construct new ground floor

conservatory.12 Kenwith Road, Raleigh – RESOLVED – Recommend approval.

1082/04           Proposed Demolition of existing garage and construction of new garage, bedroom and en-suite shower room - 18 Fairlea Crescent, Northam  – RESOLVED – Recommend approval.

3.         Appledore Planning Group

 

Members considered the notes of the meeting of the Working Group for Appledore and subject to additional comments with regard to tourism to maximise the Maritime Heritage and supporting the Arts Festival it was RESOLVED to send the notes to the District Council.

 

(Vote: 8 For, 2 against, 1 abst)

 

4.         Matters brought forward at Chairman’s discretion

 

Cllr Eastwood OBE drew attention to the newspaper article with regard to the Blue Flag being awarded to Westward Ho! beach.  He was concerned that the Town Council had not been invited to the publicity event.  He also mentioned the work carried out by Councillors and Mr Garland which had been instrumental in the Blue Flag being awarded. 

 

It was RESOLVED to write to the District Council deploring the lack of respect shown towards the Town Council with regard to the raising of the Blue Flag at Westward Ho! on Friday 4th June and expressing the Council’s serious disquiet at the total lack of professionalism shown at what should have been a real opportunity for the community to act together for the benefit of this part of Torridge.  It was further RESOLVED to note with great satisfaction the award of the Blue Flag for Westward Ho! and to place on record thanks to Councillors past and present who have long supported the application and in particular, thanks to Mr Les Garland for his efforts.

 

It was RESOLVED to send a letter to Mr Garland accordingly.

 

Cllr Williams proposed that in addition the letter should ask the District Council to formulate a protocol across the District and it was so RESOLVED.

 

(For all these resolutions all Members voted in Favour).
