1.         Minutes

 

The minutes of the meeting of the Town Council to consider planning applications and allied matters held 17th March 2004 were approved and signed.

2.         Planning applications

 

County             Appledore Community Primary School – Conversion of existing

App                 playground shelter and attached redundant changing rooms to provide staff room, toilet and kitchen – RESOLVED – Recommend approval.

0994/03           Proposed 2 dwellings, Lower Daddon, Daddon Hill. Amendments to planning permission – RESOLVED – Recommend approval.

            0512/04           Proposed change of use from shop to extension of office. 26A Nelson

Road, Westward Ho! – RESOLVED – Recommend approval.

0706/04           Proposed demolition of garage and erection of new double garage -  Wayneflete, Chope Road, Northam –  RESOLVED – Recommend approval.

0711/04           Proposed construction of 6 maisonettes and associated site works - Continental Chalets, Merley Road, Westward Ho! –            RESOLVED – Recommend refusal – Too massive a proposal particularly in relation to The Rocks, immediately to the south.  The site is identified in the District Council’s Local Plan as part of the core tourism area and Policy ECD7 paragraph 4.7.4 states to the effect that residential development, which would diminish the tourism character of the resort, will not be permitted

0718/04           Proposed extension – replacement and raising pitch of existing roof, replacement garage and porch and associated internal alterations. 2 Cornborough Road, Westward Ho! – RESOLVED – Recommend approval.

                        RESOLVED – Recommend approval.

0735/04           Proposed demolition of existing house and construction of 3 detached

dwellings. Durrant Lodge, Heywood Road – RESOLVED - Recommend approval.  Council would like to see existing materials re-used and would question whether the District Council has a policy on sustainable development.

0757/04           Proposed replacement of existing sun deck in rear courtyard. 39 New Street, Appledore – RESOLVED - Recommend approval but concerned about what difference there may be with the existing.  Essential to ensure that there is no overlooking and that the size, elevation and location are as previously approved.

0767/04           Proposed new house and alterations to existing house - Garden of South Brook, Daddon Hill, Northam – RESOLVED – Recommend approval.

0768/04           Proposed Erection of bandstand for band use.- Quayside pavement opposite the Seagate Hotel, Appledore – RESOLVED – Recommend approval but concerned about the existing bus shelter which needs to be retained.  It is believed that there is room for both if the proposed bandstand is moved in a southerly direction

0769/04           Proposed extension to rear to provide additional bedroom and sunroom - 5 Lansdowne Park, Northam –– RESOLVED – Recommend approval.

0773/04           Proposed sub-divide apartment 25 into 2 apartments with additional underground car parking space – Nassau Court, Ennisfarne Road, Westward Ho! – RESOLVED - Recommend approval.

0779/04           Proposed raised decking to front, side and rear of house and garage - 74 Bay View Road – RESOLVED - Recommend approval subject to there being no overlooking.

0784/04           Proposed 1 storey extension to domestic dwelling - 15 Clevelands Park, Northam – RESOLVED – Recommend approval.

0806/04           Proposed extension of factory to form staff facilities, office and extension of existing garages – Hockings Ice Cream, The Factory, Kingsley Avenue – RESOLVED – Recommend approval.

3.         Matters brought forward at Chairman’s discretion

 

(a) Cllr Sturges reported that the District Council would be organising some planning training days to which Parish Councillors would be invited. 

 

(b) Cllr Waters referred to the Jet Ski notices on the Churchfields car park slipway which have been removed.  The Town Clerk advised that the District Council had not removed them.  It was RESOLVED to write to the District Council and ask them to replace the two notices urgently for this season. 

 

(c) Cllr Bell referred to his previous comments with regard to English Nature’s assessment of Northam Burrows and suggested that a Senior Officer of English Nature be asked to come and address the Council at a future meeting.  It was RESOLVED to write to English Nature accordingly. 

 

(d) Cllr Bell also reported that the gate into the Churchfields play area, from the Irsha Street end has fallen off.  It was RESOLVED to advise the District Council.
