Minutes of a meeting of the Northam Burrows Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 10th March 2010

1. Minutes of the meeting of the Northam Burrows Advisory Committee held 16th December 2009

The minutes of the meeting of the Northam Burrows Advisory Committee held 2nd February 2010 were approved and signed.

(Vote: Unanimous)

2. Business Plan for Northam Burrows

Members gave careful consideration to the proposal and work plan prepared for the Council by North Devon+. It was RESOLVED to proceed with Phase 1 of the Plan with the proviso that expenses be contained within 20% of the fee. It was also agreed that the discussion contacts be expanded to include South West Water with regard to their asset on the Burrows, the Environment Agency in relation to their responsibilities for flooding and coastal defence and Devon County Council with regard to their liabilities for the former landfill site.

3. Burrows Passes

The Town Clerk reported that the District Council had advised him that it was not lawful to use the Electoral Register for the purposes of identifying applicants' entitlement to a Burrows pass. The Town Clerk was waiting on further advice from the District Council and in the meantime it was agreed to process the applications without reference to the register.

4. Allocation of Grazing

The Town Clerk reported that applications for grazing did not exceed the quota and that all applicants were qualified by reason of their residency.

5. Any other items

Approach roads to the Burrows – It was thought that it would be helpful if suitable signs were placed on the approach roads to the entrances to the Burrows to inform car drivers that there was a toll road ahead. It was agreed to write to the local County Councillor seeking support for appropriate signs.
