Minutes of a meeting of the Town Council to consider planning applications and allied matters held in the Council Chamber, Windmill Lane, Northam on Wednesday 17th March 2004.

1.         Northern Devon Coast and Countryside Service

 

Mr Andrew Bell, the Biosphere Co-ordinator and Countryside Service Manager, gave a presentation on the Braunton Burrows UNESCO International Biosphere Reserve.  He explained the implication of the designation and how it would relate to the area.  Members thanked Mr Bell for his presentation.

 

2.         Minutes

 

The minutes of the meeting of the Town Council to consider planning applications and allied matters held 11th February 2004 were approved and signed.

 

3.         Notice of Motion

 

In the absence of Cllr Waters it was not possible to consider his Notice of Motion.  It was however, RESOLVED to obtain from Torridge District Council, copy of the consent that the Environment Agency would have issued to South West Water for the Rocks Nose outfall.

6.         Development of Middle Quay, Appledore

           

The Council considered a letter from a consultancy company acting on behalf of developers suggesting a community consultation programme in respect of development of the above site.  It was RESOLVED to write to the company advising them that this would be premature as the District Plan Proposed Modifications had only just come out for public consultation and it was unlikely that the plan would be adopted before October 2004.

7.         Torridge District Local Plan – Proposed Modifications

 

The Town Clerk reported that the proposed modifications to the Local Plan, following the Inspector’s report, were now out for public consultation.  The District Council required comments to be made by 15th April.  Members were to consider the modifications and report back on their views at a later meeting.

 

8.         Proposed dredging of marine aggregates at Culver Sand

 

The Town Clerk reported that the Council was being consulted on the proposal to remove one million tonnes of marine sand per annum over a period of 15 years from the Culver Sand located in the inner Bristol channel approximately 13 km south of Barry and 12 km north east of Minehead.  It was RESOLVED to register this Council’s strong objection to this proposal, to express concern of the possible impact on the recently declared Biosphere and to encourage the use of recycled materials.

9.         Public Entertainment Licences

 

Local Government (Miscellaneous Provisions) Act 1982 – Westward Ho! Putting Green – 29th, 30th and 31st May 2004 – RESOLVED – No objection.

Transfer of Justices’ Licence – Costcutter – 4/6 The Square, Northam – RESOLVED – No objection.

11.       Matters brought forward at Chairman’s discretion

 

Cllr Bell reported that scrambler bikes were using Northam Burrows.  He had reported this matter to the District Council but had not received a reply.  He also reported that the dog bins needed to be emptied on a more frequent basis as they were overflowing and plastic bags were strewn about.  It was RESOLVED to write to the District Council asking them to deal satisfactorily with these problems.
