Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on 14 th October 2009

1. Minutes

The minutes of the Town Council's Planning/Licensing Committee held 30 th September 2009 were approved and signed.

(Vote: Unanimous)

2. Planning applications

0415/09 Proposed residential development 3 dwellings on agricultural land. Land off Mount Raleigh Avenue – RESOLVED – Recommend refusal for reasons given before i.e. This proposal would be development on agricultural land and it would add to the existing traffic problems in an area already suffering from an inadequate road system.

(Vote: Unanimous)

0920/09 Proposed change of use from residential to ground floor restaurant with

0921/09 ancillary take-away facilities including extractor system and two new windows - 8 Market Street, Appledore – Listed Building – RESOLVED – Recommend approval but remove extractor vent if restaurant not successful.

(Vote: Unanimous)

0933/09 Proposed single storey rear extension - 17 Scott Avenue, Appledore – RESOLVED – Recommend approval, materials to be in keeping.

(Vote: Unanimous)

3. Gambling Act 2005 – Review of Statement of Principles (Licensing Policy)

This was noted.

4. Special Policy Performance and Resources Committee regarding car parking – Monday 26 th October 2009 – 4.30 pm – Riverbank House

Members discussed a number of issues relating to parking, including coach parking at Westward Ho! It was RESOLVED to allow the two representatives to contribute to the meeting in Torridge as they saw fit.

5 . Re-development of Appledore Methodist Church site

Cllr Osborne reported that the only matters he had heard about the building were that some were suggesting that it could be possibly used for a library and that a venue for a Youth Club was being looked for.
