Minutes of a meeting of the Town Council's Planning/ Licensing Committee held in the Council Chamber, Windmill Lane, Northam on Wednesday 11th June 2008

1. Minutes

The minutes of the Town Council's Planning/Licensing Committee held 27 th May 2008 as amended were approved and signed.

2. Planning applications

0098/08 Proposed residential development plots 10, 11 and 12 (amended layout), to be read alongside reserved matters application 0099/08 pursuant to outline consent 0084/05. Land at Highfield Manor Nursing Home, Bay View Road, Northam RESOLVED - Previous concerns still apply. The density and height of the buildings out of keeping with the surrounding properties which, in the main, are bungalows. Concerned that this could be sky line development due to the height of the properties. Would recommend refusal.

0099/08 Proposed residential development for 13 units (reserved matters application for Plots 1 9 and Plot 13) together with associated highway works and foul sewer pumping station. Land at Highfield Manor Nursing Home, Bay View Road RESOLVED - Previous concerns still apply. The density and height of the buildings out of keeping with the surrounding properties which, in the main, are bungalows. Concerned that this could be sky line development due to the height of the properties. Would recommend refusal.

0440/08 Construction of new toilet block - Putting green, Golf Links Road, Westward Ho! RESOLVED - Recommend approval but concerned about the somewhat stark design and the bland south facing wall to the putting green. The unisex toilets raises concerns.

0441/08 Proposed Redevelopment of site to provide 12 flats, 2 shops, 2 restaurants and car parking. Provision of Tourist Information Centre, office and one flat. Landscaping and enhancement works. The Buccaneer, Bath Hotel Road, Westward Ho! RESOLVED - Recommend approval but consider the south elevation is rather poor being mainly a blank wall. Materials used in the construction need to be chosen carefully having regard to the severe salty atmosphere of Westward Ho! (the new flats nearby are already showing signs of rust in various places). Appropriate planning is required having regard to the location.

0499/08 Proposed balcony at the rear - 10 Kenwith Road, Orchard Hill RESOLVED Recommend refusal. The proposal is too obtrusive and raises serious concerns about overlooking.

0500/08 Proposed double garage to side of existing property - 21 Bay View Road RESOLVED - Recommend approval.

0512/08 Remove existing rear extension. New rear ground floor room in the roof extension and dormer window. Domar, Park Avenue, Westward Ho!

RESOLVED - Recommend refusal. The proposal seems to be over-bearing for the neighbours and out of character for the area. Appears to be too large for the plot.

0513/08 Remove existing buildings - New single storey stable block for equestrian use. Wooda Farm, Wooda Road, Appledore RESOLVED - Recommend approval but it is noted that the proposal has a significant footprint on the land and it is important to retain the existing trees.

Cllr Langton declared a personal interest and abstained from voting.

0526/08 Proposed installation of conservation roof lights. 9 Odun Terrace, Richmond Road, Appledore RESOLVED - Recommend approval

0538/08 Proposed demolition of front porch and detached garage. Single storey extensionto front, side and rear including garage and internal alterations to existing loft rooms. 2 Polywell, Appledore RESOLVED - Recommend refusal. Appears to be too large, out of proportion and over-bearing for the site. Would have a harmful effect upon the character and appearance of the area.

0539/08 Proposed display of signage to front, rear and side elevation. The Old Library, Bay View Road RESOLVED - Recommend approval but would wish that the sign be not illuminated when the premises is closed.
